The authors also recommend key operational changes for INGOs, including improvements to organizational strategy, evaluation, and funding, which enable the adoption of these new approaches.

The research was based on more than 100 interviews with INGO executives, leading donors, academics, and practitioners; a survey of the largest U.S.-based INGOs; and focus groups with INGO executives and major donors.
