These policies include market-based approaches (such as cap-and-trade programs) and complementary, sector-based approaches (such as efficiency, renewable energy, and clean technology research and development). She also analyzes the economic costs of inaction on climate change.

According to Cleetus, "Our energy policy needs to integrate climate, public health, and development goals, i.e. the imperative to accelerate the transition to a low-carbon economy with clean energy access for all."
